The Powers of the Government and the Constitution of Ludere Imperium

At present, the magnificent republic of Ludere Imperium (hereafter referred to as L.I.) has a constitution, but it is incomplete and unable to serve as a governing document. The founders and politicians of L.I. are working (I think) to complete the great document and, perhaps, bring some order and peace to the country.
